The Worst Internship Ever: Japan’s Labor Pains

Japan is facing a serious labor shortage, a problem that can be traced back to an aging population and a prevailing fear that immigrants will dilute the country’s pure gene pool. In order to keep the world’s third-largest economy afloat, the Japanese government offers an internship program that attracts foreign workers from China, Vietnam, and the Philippines. The program, which allows workers to stay for three years, is advertised as providing laborers with transferrable new skills for when they return home.
VICE News recently traveled to Japan to investigate the internship program. We found that many interns are underpaid, saddled with insurmountable debt, and forced into a form of indentured servitude. Many are illegally placed as oyster shuckers, construction workers, and other unskilled positions. And, despite international condemnation, Japan plans to use thousands of new foreign interns to build the infrastructure for the 2020 Olympics in Tokyo.

The guy is an old man for goodness sake; its not an excuse, but he seems barely able to walk in this vid. Rape and sexism are cultural things, they cannot be assumed as ultimately "wrong" from a global historical perspective. Death, war. The olympics?? The olympics are not about, "fun and equality for all." The olympics are about, "crush thy enemy." Fight for what you think is right, but don't insult reality by assuming that you're "right" in opposition to another's way of living and history. Equality amongst humans is a pipe dream. We are a competitive species.

This makes my blood boil. I live in Hiroshima and this happens a lot around here. While the Japanese workers get all the proper benefits the foreign workers are discriminated. The government should do more to protect these workers.😟

As Japanese, I was really disappointed that the internship program is far from meaningless, but rather harmful. When I worked at the second-car company, there were two Chinese and they washed the car every day and didn't get any skill even if the other Japanese worker learned the car care. I totally understood the actual situation of its program through this movie.

I’m Japanese. It is true that foreigners forced to do their job with very few wage as this video describes. Even a lot of Japanese have been in serious situation; they could not have any breaks, or they usually (supposed to) work over 8 hrs, they are in under power harrasment. I want tell to people who considering to go to Japan for work, that “never come to japan as a worker”. And I also want you to know Japanese workers are also struggle with a few salary. It’s problematic.

As a Japanese teenager I can most definitely say that the future of this country is so doomed. Hikikomori, Karoshi, Suicide, severe birth rate decline, it's all out of control. At least we have anime? No, even the anime industry has some neverending problems such as the extremely underpaid animators. The animes we watch everyday are the results of those struggling animators' blood and sweat, yet people are not giving them enough credit as if they don't deserve it as much as VAs do...Well, we still have those beautiful landscapes and historical buildings remained over hundreds of years but...

He had mentioned that she had gone to the authorities [in the program and supposedly outside] and had already begun the process of blowing the whistle. He mentions that her "case is pending", but who knows if he was speaking literally or figuratively. Her union rep. openly threatened her with bodily harm already when talking about this specific case, so I'm sure they would have been able to connect the dots whether or not Vice showed her face. I imagine she had to sign a waiver or agreement to be interviewed or put on film; hopefully she considered the prospect of retaliation before agreeing and didn't deign it necessary. You're right, though, it would've been nice to see them taking extra precautions to protect their interviewee whether the case was public knowledge or not. These factory owners are already doing nefarious things, who's to say that they wouldn't follow through on their threats?

Migrant workers from Mexico aren't really the same as this. No one running those programs is really claiming any sort of 'job training' or such shit, they're manual labor jobs that Americans won't do for the pay on offer, but people from lower income places will. By and large they know what they're getting into and while there are certainly problems and abuses, on balance it's not as systemic as this in my view likely because the program is more up front about just wanting laborers. Also quite frankly the legal protections for these workers are quite a bit better in the US and abuse is addressed more readily (if not probably as vigorously as it should be), it also helps that there is a fairly large permanent population of similar ethnicity in the US which can help make their situations known and provide legal help. That's said it's still pretty much bullshit, if they're safe enough to work here and we need them, then they should be allowed to immigrate if they want. It's pretty much pure xenophobia that prevents it, the conservative farmers want the labor, but they don't want the brown people living in their neighborhoods.

@@Tk3997 You should do some research into the temporary labor agency industry. Not all immigrant workers are in bad situations, nor are all temporary labor agencies. But abuses occur in this kind labor/debt contract sort of way in many countries.

i strongly feel that if you can't help the lady and others who are affected, don't go around filming videos like this. It took her lots of courage to say this, she hopes that you can help her get out of this but here you are going to the owner's house telling him "one of the girls told us........" In the end you couldn't help her, but you could just take an airplane and head back home. but what about her? the owner is gonna find out and punish her. If you dont have the power to do such things and even more the brains to do so, don't ever think that you can help someone like that. it takes more then just stepping out.

There's alot I like about Japan but one thing that drives me nuts is the general inability of the Japanese to discuss issues frankly and admit something is wrong. Having spoken to Japanese people and foreigners who have married Japanese and even have children with them, this sentiment is echoed throughout.

The approval ratings for almost all sectors of the government are at rock-bottom, so I'm not sure where you're getting any idea that Americans are pretending everything is fine and dandy. As an immigrant worker in Japan, i can say that we have no option but to take this opportunity. The salary might not be high from the eyes of those who live in first world country, but going back in Philippines, the salary is a huge amount already.

Even in the opening statement of our constitution it is stated that the rights in the national territory are "for our posterity, and for all the men of the world who want to inhabit the Argentine soil". Argentina is not a rarity in the world, many other nations built on the effort of immigrants have similar statements (Canada, Germany, Australia, 80% of Latin America, etc.) and the US is not even close to being one of them.

Dude economic servitude exist in almost every country. Most jobs in the US give you shit, pay little benefits (if your lucky), and if your really lucky you get a shitty 401k match but now companies are trying to get rid of those now. Cost of living increases, gentrification increases, poverty increases. Pays for employees generally don't and if they do they will not increase at the rate inflation is increasing. We live in a world where the majority of people are living in a ponzi scheme.

Westerners see little difference between politeness and kindness and think one does not exist without the other. We think politeness is a sign of kindness and goodwill. In Japan politeness is a cold, lifeless thing used as a way to conform and avoid conflict. Polite, yes. Kind, no. You will think that you see signs of it at times while living here and then you realize it was nothing but a ploy to get you to work, practice English, be seen with them or otherwise entertainment them. When their need for you is done you may not get a goodbye and they will not acknowledge you on the street. Cold, heartless people who live unbelievably shallow, mundane, monotonous lives. Dislike.

My aunty in China once worked like this for her daughter, its pretty sad to see this, im glad she went back to China now. Most people who move to Japan for work are the truly desparate because Chinese wages are no longer as low as they used to be even for unskilled labour.

The situation around the foreign Intern system, "Kensyusei" system, is terrible indeed here, but not many Japanese people are aware of this matter, not because the hate/racial reason but because of media control. We can see very small (& tragic) articles about Kensyusei if you're living in rural area - I live close to Mito city, but if you're living in the big city such as Tokyo, you hardly know even the existence of Kensyusei system! Also, As Japanese, I would like to tell you we have so many problems for the working situation for citizen workers too (such as Karoshi, pls google it)

I've been there as a student for 2yrs and believe me, chances is that you will be taking up any form of part-time jobs blue-collared jobs / skilled worker / labor worker) just so you can sustain yourself of the high living expenditures. Some people including the locals themselves and me and most of the foreigners I know cycle 2 to 3 jobs if they are not under any good company. I've known other nationalities even with master's degree but still works only as a laborer. My teacher recommended that if I want a very good job / white collared job then at least I should have my master's degree 'cause its the competition even for the locals (along with your excellent Japanese language skills of course since perfect English is barely spoken there).

I'd like to say this is limited to unskilled labor and Chinese people...but it's not. I had been teaching English in Japan for about a year. Never have I seen a culture so racist, so xenophobic, so dependent on outsider help for menial jobs. Many times I had been rejected from places to eat, shop, even grab a beer...just for being an American. A person could be treated half as bad here in America and it would be headline news. In Japan, it's just how they do. Most of the people who don't like you will even talk shit right in front of you, thinking you don't know Japanese...I guess they really aren't that smart after all. Teach English in China/Korea. They love different cultures .

I am Japanese. The working environment in Japan is very bad and it is not the country to come. The pay is very low due to exploitation by fraud, there is a lot of sexual crimes to take advantage of the weakness, you will be treated like a slave and you will have no human rights.

The problem is most young people in Japan don't want to do those dirty works and they don't need to work to survive(like any other developed countries). So the Japanese government have to turn to China to import cheap labours. Most of them are from Shandong Province and north part of China where the living condition is not that great. By coming to Japan they want to change their course of life but ended up underpaid and even abused by their Japanese employers. Many people have been sent back but some stayed in Japan as illegal immigrants. I don't want to simply blame the Japanese for this problem. The whole issues is a systematic failure to ensure the basic human rights of imported labours. While in Japan, imported workers are not respected as human being and few people want to help them. Chinese government also have little respect for the human rights and lack the desire to protect their citizens. Those companies only aimed to make money from those who desperately want to change their life.

Not all Japanese employer maltreated their employee, maybe some but for my employer I can say that I'm lucky that up until to my uniform and accommodation, food and etc. He provide everything and never heard any anger or complain he treat the Filipino workers very well 🙂🙏👊👊

I was wondering why Japan doesn't allow working holiday visa for Americans. Now i see why. the US has been pressuring Japan about the working conditions, so Japan probably doesn't want to deal with all the problems with Americans. Japan does allow working holiday visa for other countries though.

They work so much that they fall into depression, which results in them losing their job which then cause them to kill themselves. Matt Working Holiday is a bilateral agreement (just like driver's license conversion). Since each State has its own laws and policies, Japan would need to reach agreements with each and everyone of them. Imagine the bureaucratic nightmare trying to achieve that.

I'm not only talking about the "struggle" of middle/high working class, who are crushed by the society and not the work itself. About this ; I know japaneses, and I know that they definitly don't work that much, at least if you look it in the productivity way. The matter there is to look like overworking, (everything is about look there) In fact, they even considere going eating/drinking after the work with their coworkers as part of their "work". And if you take considereation about the lower class workers, like industrial workers, agriculturals workers, or public service workers. the average working condition should be better than the USA or even Europe( well, exept the north parts) So ofcourse, I know some japaneses who where crushed by their work. But it wasn't only the work fault, it's also the socities and cultural pressure, or even because of the pressure they put by themself, not only because of working conditions

What's wrong is making them think they'll do a working program that will help them get a job or learn major skills to have a better life in their country. They trick people into thinking it is a usefull working program but it's the just a shitty job. They don't have the money to go back or they are ashamed so they stay and keep being abused.

Aloha Snackbar We're not talking about prostitution and forced labour as we know in Europe. For instance, girls thinking they're going to be important and giving their passport away to bad people only to understand later that they'll be forced to be prostitutes from now on. This is pretty common in Europe but creating an official website with the approval of the country for fake working programs isn't something common. Usually, in Europe, the country is officially against those things (even if there is corruption behind the scene). In Japan, in that situation, the government isn't against those websites and they are officially tricking people by official means. This is what is outrageous. The government of Japan doesn't care and support those false working programs. For a country to support offence is pretty shocking even if there is illegal things everywhere.

@MsUsagi513 There are times when men get treated like crap in all parts of the world. Does that make said areas androgynystic? No. Just means the real world isn't perfect. I live in Japan and there has been a lot of progress, just like in the West. Women can vote. They can work. They have higher enrollment rates in universities and have access to plenty of financial aid. There are plenty of all-girls' schools for them if they want a "safe" place to receive their education.

As for your examples, yeah, that's sucks. But that doesn't make them mysogynistic, just dumb. They don't hate women. I see this as not only concern for the workforce, but more concern for the declining population. When women have busier jobs like being a doctor, they're statistically less likely to pursue having children until much later in life. Japan being desperate for more kids to secure the future population/workforce, is doing dumb shit like that. It doesn't justify anything, but I don't think it's because they "hate wahmen".

My brother got Mechanical Engineering degree here in Indonesia, several years after graduating collage he joined a internships program in Japan. That time he was placed in Honda, he said it was amazing. He was treated and paid well. After a year when he came back, he got a job in Honda indonesia. The thing is i think Japanese ppl respect Indonesian workers better, my uncle joined the same program when he was younger and he got offered to be permanent employee in Japan. Idk why Japan respect our worker better, but this such things never happened to indonesians. All if the worker who came back from japan usually brings alot of money, they could buy homes, cars, lands. That’s why the selection process in indonesia of this intership program was so tight, and the japan representatives also get involved in the selection.

I'm Japanese. This problem is really shit and nuts for even me too as most people watched this documentary video. I'll describe about why Japan has this problem as possible. My country has serious increasing population of old age problem . It's serious as South Korea and China so population of laborer is decreasing. Many small companies don't have enough employees because most Japanese hate these kind of jobs such as factory workers . So small companies become to rely on laborer from developing countries like China and East Asian countries and regions. Besides many Japanese still haven't knowledge of how to communicate with people from other countries . So their attitude to foreign employees often become to suck. And don't misunderstand about Japanese people. Not all Japanese has negative image about Chinese and other foreigners.

In Australia internships are used to give people that are studying accounting or law etc and are need experience in the workplace in their chosen field is study. Interns are paid at a minimum level pay rate - which would be much higher than the slave labour rates the interns in Japan are on.

Vice could do a similar piece on a similar thing happening here in New Zealand. Heaps of Asian (inc. Indian, Filipino, Indonesian, Malaysian etc.) workers come here only to be treated like slaves. Some have to pay their bosses, some are sleeping in cramped garages with several other people, less than minimum wage is being paid- It's horrific and well documented, yet our govt. (I'll say our National Party who have ruled for the past nine years, but maybe ousted in the next few days) refuses to acknowledge that it's happening.

While living in Japan, I noticed my gaijin card had two separate dates listed on the front, one for some time in 2016 and the other was Dec. 2015 - meaning my only form of valid ID was technically expired. The kicker is that unlike the US, you can't just voluntarily leave if your documents are expired. The British and Japanese governments require that even on the day of your departure your ID/visa must be current and valid. The Japanese ministry of justice penalizes violations of immigration law with imprisonment and hefty fines. Those who most often fall victim to this unusual requirement are tourists with 90-day permission who accidentally or intentionally overstay their visas only to become long-term residents of the airport gulag. In Japan, the border control can hold a violator indefinitely and often extort extremely high kickbacks on top of the costs of forcible deportation. The only way to avoid imprisonment is to show up at one of the regional immigration bureaus and voluntarily turn yourself in. Don't just show up for your flight and expect to leave Japan on an expired visa because their policy assumes you overstayed for nefarious purposes (such as working illegally.)

A bit late, but if you're ever in this situation again, go to Hakata / Fukuoka and get a Ferry ticket over to Korea. Only use your US (or other close country) Passport, if they ask, you've been there for two weeks (technically not a lie, because you have been there for two weeks) - once you're in Korea, Get airplane home from Busan, there's a shuttle that even goes from Ferry Port to Airport. Hope that helps anyone else stick in a sticky situation.
