We actually have a large Vietnamese community in Louisiana. They came over after the Vietnam War and were given money by the US government which they used to buy shrimp boats. They would feed the sea gulls on their shrimp boats so much, the sea gulls would get to fat to fly. They would then cook them gulls in a big pot and make a gravy.

I believe that dude is actually ex Louisiana State Police Trooper Justin Chiasson who was involved in a hit and run boat accident. Didn’t bother to help the people who they ran down. Sued to get his on back.
