Personally I think X was referring to the religious belief that the wicked or evil people in this world have a short amount of time to change their life or they'll end up in hell for eternity, and X was saying that there is no rush for them to change their life because even if they die in this life without repenting they'll still have a chance to correct themselves in the next life.

A perfect example capital steez was on the same path as x X just was just more popular

I think he meant for those who know what they want, to others they may be percieved as wicked or evil, because sometimes what we want may include unethical things to occur or even for certain events to happen in order to ultimately reach your goal so in essence there is no time restraint for those who know exactly what they want because they will do whatever it takes to achieve it as quickly as possible. Ofcourse this was the old X saying this im pretty sure he regretted saying these things and believing them as well, he reaped what he sow at the end there is even evidence of him plotting out his death because he knew he was done for so he choose to die in his mystique rather than in jail where he come out to a world that wouldnt care about him anymore
