Do not refuse to pay but certainly inform the council you are withholding payment until the situation is satisfactorily concluded. Make certain the money is probably available but do not hand it over. They'll huff and puff but mass prosecutions would not be in their interests.

They give speeches saying that they are "Addressing the housing crisis" but they never actually DO anything. If you look at how wales performs in schools, nhs, social care and so on you’ll see it spends more money per head and achieves less generally.
