No, the author literally said "If this story happened in the real world, she'd be Russian". It's not a hint, he did it for the whole main cast. Luffy is supposed to be Brazilian (Iñaki is Mexican in the Live Action, at least he's from LatAm), Zoro Japanese (nailed it with Macken), Nami Swedish (Emily Rudd is from the US, but she's a fan of the show and the character, plus she seems to have Scandinavian blood), Usopp South African (at least Sub-Saharan African descent for Jacob), Sanji French (Taz is half-Spanish, half-British), Chopper Canadian, Robin Russian, Spoiler characters below. It was not hinted, but specifically pointed out, and the Live Action has been trying to at least be close to it. The best part is that, in the story... (spoilers) ...she is branded as a criminal at the age of 8, accused of trying to use WMDs on the world, and of sinking several government ships, and a civilian ship (that carried her own family among others), so basically a terrorist, and they put a massive bounty on her head, solely because of her place of birth. IRL they dub Lera a terrorist because of her place of birth, that she left when she was 13 or so (her family moved to Germany). And A MASSIVE PART of Robin's character growth can be summarized with a quote from Franky: "The people from the Government say your existence is a sin, but no matter what weapons you are carrying, your being there isn't a sin. No... Your existence isn't a sin!" while now they say Lera's existence is a sin... Spoiler characters: Franky is a loud 'Murican, Brook Austrian, Jinbe Indian

Not if it’s done right. The 1st season of live action One Piece was actually pretty good, and in Japan it’s actually very common for manga and anime shows to be made into live action shows. It’s just that for the most part these days everything made in America is bad, so you could expect most live action American translations of anime shows to be bad as well.

Actually for once Netflix managed to do a good job translating an anime to live action, at least with the first season, so I’m willing to give them a chance with a second season.
