It’s a marketing tactic, obviously some people will lie but that’s kind of expected and accounted for in loss. The money they make sounds like it covers anything they lose for people trying to get a free meal.
I don't think that it's a really good business in terms of profit. However, even if it is so, I still respect this person because he is kind, and will give a smile to the customers face.
In Asian countries, usually people use both of their hands to give someone whatever they’re holding as a sign of respect. Sometimes they even bow while giving it to them.
That's pretty normal in Japan. Maybe they don't usually bow when giving you money in shops and stuff, but when you leave the store they most likely will bow to show you respect

This isn't the first time I've seen something like this coming from Japan and I doubt it'll be the last. They're such an expressive and vibrant part of the world and I really appreciate those little pockets of kindness and quirkiness.
In America or most countries no as people are greedy and dishonest but more people I. Japan are honest people and very few would abuse this over a few dollars
Sadly that gets overshadowed by the country's horrible working conditions... long work days, stress, high amount of burned out people, depression, high suicide rate... with suicide being the leading cause of death for adults between 20-40 years... Not to forget the unrealistic beauty standards and high expectations for work and reputation
