You wire the 2 voice coils in series instead of parallel...So on Voice coil 1 wire the + terminal to the + wire from your box, then connect a short piece of wire to the - terminal of VC 1 and connect it to the positive of VC 2, then finally connect the - wire from your box to the - terminal of Voice coil 2 and your set.

I'd say they are good on a budget. Atleast for their low end staring subs. What really determines whether a speaker is good is what your looking for and the environment it will be in. Things like sq and it's efficiency per watt.
