I play shaco sup a lot and I can guarantee it's not broken. It's barely good honestly. Update: I learned that Imperial Mandate is now not a mythic anymore. That means you don't have to either take Lyandris or Imperial Mandate, which is a enormous improvement imo. Lyandris is almost required on Shaco support, but as a first item it cost too much. Imperial Mandate is like 1000gold less and give you a good powerspike, then you can build Lyandris I started playing Shaco support again and it's now viable.
