And in his case there was a justification, and the "mandatory" only meant you needed not apply for that particular story writer position (as far as I understood it). I can't mandate a journalist to go cover a War conflict in person, but I can post a job that anyone willing to apply will have to go cover a War conflict, and that only those willing will have access to that particular job.
