No more BNF or PNF RC planes or drones in the USA, thanks to the Remote ID rule which comes into effect on 16 September 2022. That's right, be prepared for manufacturers to stop making BNF/PNF models and watch for empty shelves at retail and online stores.
The handbrake has just been put on the hobby by very, very bad rule-making and complacency withing the groups who should be advocating for it.

Easy solution is for every hobby shop to put a big sticker on every retail box which states "for display purposes only, Not to be used for rc flight". Now we will be buying display models and what we do with the model after we take it from the hobby shop is our business.

My response to over-regulatory nonsense is “F*** em!” I’ll continue to do what I’ve been responsibly doing for the last forty years. There are some people who WILL be discouraged by this nonsense and that’s a shame. There are some laws that are so idiotic that we have a DUTY to ignore/refuse to comply with etc. THE GOVERNING BODIES WORK FOR US (the people) 😎

Regarding the BNF/PNP allowances in Remote ID, see page 43 of the Remote ID Final Ruling "This rule removes the major portion requirement; the definition now includes any unmanned aircraft that an individual built solely for education or recreation. This definition would include any level of assembly of the unmanned aircraft so long as that assembly was done solely for education or recreation of the individual building the UAS." As it goes on to explain the built in requirement now only applies to a 'complete kit' which is explained on page 228 "Unmanned aircraft kits that are produced without key components of the unmanned aircraft, such as the engine or electric motor, flight control servos, or RF receiver, are not considered complete kits and the producers of these partial kits are not subject to the production requirements in subpart F."

From page 44: "A hobbyist assembling an unmanned aircraft from a complete kit that contains all the parts and instructions to assemble an unmanned aircraft would not be responsible for meeting the production requirements of this rule. However, the company that produced that complete kit would be required to meet the production requirements. As discussed in section VII of this preamble, persons operating these unmanned aircraft continue to be subject to the operating rules of part 89, so a home-built unmanned aircraft without remote identification can only be operated in an FAA-recognized identification area, unless it can identify remotely in accordance with this rule (e.g., by equipping the homebuilt unmanned aircraft with a remote identification broadcast module". You will still need a remote ID module to fly out side of an authorized FRIA site with your "kit-built" drone.

This only applies to RC aircraft that are assembled by the end user...ready to fly planes would still be required to be compliant. I guess the big question is does an ARF qualify as something assembled by the end user or by the manufacturer.

@@InspGadgt I'm pretty sure i read in that FAA document that even when manufacturers provide a "kit", they must include the remote ID module with the kit. This prevents the makers from selling "kits" that would circumvent the rule about mandatory remote ID required if manufactured after Sept. 2022. It's the FAA and I'm sure they've looked at every loophole to get around remote ID.

@@Kevin-ib4gv I can't recall if it applies to kits or not...either way AMA did not do enough to make a difference with the FAA. Fortunately I'm 3d printing all my aircraft now so I don't have to worry about it. Scratch building and 3d printing is going to be much more popular after this takes affect.

good thing the RC hobby is becoming increasingly dominated by DIY 3D printed, DIY foamies, and many are rediscovering balsa models. And you can make receivers from Arduinos. Just make your own and skip the gov regs.

I work at a hobby shop, Horizon Hobby isnt doing anything for this, as far as we have seen. The reason nobody is concerned is because it is completely unenforceable, any local FAA guys don't care, they have bigger fish to fry. We also know some ATC guys, they have told us that they are worried about overloading of their systems.

Same here 🤷‍♂️😭 Off topic, but I also think of all the older hobbyists who still want to fly their fixed-wing glow or petrol models made from balsa or other materials. Where can they fly, apart from a club? What can I do with my precious glow and diesel engines? This whole situation is so depressing 😞😢 I hate big business, government and the media so much 😠🤬

the home built regs for drones are under title 14 part 89.1 ... although it still says "built solely for education or recreation." And as far as sub 250 you still have to have RID on it for 107 ops.

Here’s the simple truth as I see it. Model aircraft, especially those used to bring one enjoyment and camaraderie through participation in the hobby, are our inalienable right to operate without draconian restriction under the “pursuit of happiness” clause from the Declaration of Independence. Not to put too fine a point on it but if our government is large enough to involve itself to this degree in the People’s personal and private lives, that government needs put in its place. I, for one, shall not comply.

It never was about safety or, better worded, public safety. Today, anything flying can see far and wide and gather information (intelligence in american). That's the real scare. And it ain't the information like the neighbour's topless sunbathing in the yard, it's everything else linked to government activities and how the public money are spent. Think big houses with pools to fit a yacht owned by public officials, that are well fenced from the ground observer, public roadwork that spends millions on a mile and has two workers with a wheelbarrow and a shovel at any point in time, mountains deforestation just beyond the view of the main road and so on. All things that are illegal but those that made up the laws are privileged enough to do it. And an RC foamie can see it.

Ok, sure, but then as soon as the media publishes a drone incident, even an innocuous one, the FAA will demand more funding and authority to create a "civil air disobedience corp.", just like is happening in the IRS. Every neighborhood block in the country will soon have a parttime FAA officer to watch their neighborhood. I am wondering if we should we create an "amnesty fly free zones"? Up to 400 feet, of course.

Both "could" and "couldn't" are currently accepted in modern lexicon, however "could" is more common in North America than elsewhere. In the term "I could care less" it's implied that while you could, you don't. In which case it's shorthand for "I could care less, but I don't."

It's nice to revisit the sites that said "there isn't even specifications out so how can the manufacturers make Remote ID even possible in 6 weeks." And there were a lot of them. I said that multi-million dollar companies KNOW what the specs are, even if not published. Low and behold, on September 16, 2022, DJI published their drones that were now Remote ID capable. Wow, how did they design, manufacture, test and produce in just 6 weeks with no FAA specs? Must have been a miracle from the drone gods.

I heard the Ardupilot devs talking about this in one of their conference presentations. Apparently the FAA went against all sensible advise they were receiving from industry experts and simply dug their heels in. My feeling is GA is seriously threatened by the extraordinary developments in aerial robotics particularly the massive Open Source community. Big aviation companies can’t compete with a global, free work force. So the FAA will just regulate us out of existence to protect their own. Also I believe we are heading for global conflict…

@Fidd88 yes I understand your point but the technology in RC now is so extraordinarily advanced the authorities are nervous. They’re not worried about collisions I can assure you of that. The big areas of concern is disruption to traditional GA business models and BVLOS attacks by adversaries. It’s a pity hobbyists get lumped into the same basket.

The rule for flying with remote ID goes into effect September 2023. The rule for manufacturing with remote id included goes into effect September 2022, but models made prior to 9/22 can still be shipped and sold. If thousands of units have been made before 9/22, thousands can still be sold in the weeks or months to come. The shelves won't be empty just yet.

@@penultimatename6677 Really? Tell it to CESSNA, PIPER, DIAMOND, CIRRUS and any other aircraft manufacturer who wants to sell their aircraft in the US without FAA certification. Your "drone" is an aircraft, believe it or not, and subject to whatever the FAA decides is in the best interest of its airspace.

In the US you can be fined up to $25,000 and confiscation of equipment. That can include any other equipment on your procession. So if you are flying near your car , your phone and laptop goes to if the LEO sees it. Most bust happened because the FCC, not FAA was in the area investigating another un-related complaint and while in the area was scanning all frequencies. One FCC guy said it was like fishing, you get a little nibble and you hang around to see if there is a bigger fish to catch.

In Canada to keep your pilot certificate over two years you have to complete knowledge maintenance activities that TC never provided.

You have to remember, the AMA is just a group of the Good Ole Boyz and has been since the Dave Brown days. It hasn't really done a thing to promote the hobby in years as we only have Muncie as the site for the AMA Nationals. Before Dave Brown and clowns it was rotated around the country. I believe this is the biggest cause of our dwindling hobby. So much for my soap opera. Have a great day.

Guy, I was so upset with the AMA I did not renew my membership which I had for over two decades. As you said, they are good ol boys stuck in the 1950s. Sorry, but control line flying is not my idea of a hobby. AMA, you killed the very hobby you claim promote! So sad; shame, shame.

I'm sure the FAA's ultimate goal is to drive the hobby out of existence. It's a nuisance they'd like to see go away. I started losing interest in RC flying when the government got involved requiring licenses and such. Been out of the hobby for several years now but I still have an occasional interest in what's going on.

I just completely ignore the new legislation (EU) and fly as before. I refuse to pay a yearly fee for registration and I refuse to pay for insurance for my tiny drone. Even if its only around 100$ a year in total its still money thrown down a hole that gives me NOTHING in return.. I mostly only fly away from people anyway. And judging by the numbers from CAA Norway I'm not alone. Only 3% of the assumed number of drone owners had registered 1 year after the legislation went into effect.

Bruce, note the magic number used to 254. In grams it applied to unmanned flying (now 250) and in lbs it applies to EAA part 103 aircraft which must be manned. There is a lot in common with part 103 rules (aircraft under 254lbs) and the rules for more than 250 grams as stated by you but the difference is that the 254lbs plus weight of pilot does not even need a radio or transponder. Like the bankers suggesting we are all issued with carbon footprint credits that the poor can sell to the rich the question is WHY? Because it would give bankers business of course.

Not picking on you because other have said the same thing, but how is printing a model or building it out of balsa going to solve the problem? Its not how the model is made but the type of electronics used to fly it. I do both, build and print and will be considered a felon in 9/23 if I don't stop flying my models with their current equipment.

@@InspGadgt Again the new federal law is about flying weight, not who is flying or how the model the model was built. It's for the drone delivery companies being able to fly where they want with the added benefit for the police to see who owns the aircraft. Not picking on you, I'm in the same boat, the AMA didn't have the deep pockets of the delivery business to pass a law in our favor. I'll be posting a video in a few months about this with more information on what we can do as modelers.

A thought: most RC aircraft components can also be used for RC cars or other applications outside FAA regulation. Even inertial navigation modules I've spotted in the form of microcontroller modules. Parts will be available for the DIY builder. But this will greatly damage the prebuilt and "law" respecting portion of the hobby.

Interesting and timely post, as I have recently been wondering what is going on with RID. The 9/22 date is upon us and I've seen virtually no products on the market that will meet the RID requirements as I understand them (at least for fixed wing). The 9/23 date is barely a year away and I've seen nothing available (in the form of an RID module) that will meet those requirements either. I'll contrast this to what went on in the USA in the mid/late 1980s when most of the RC channels were being re-assigned and narrow banded. Products were out years ahead of when the changes were going to take affect in 1991. I distinctly remember buying a radio in 1988 that met the 1991 frequency requirements (yes I'm old, but still use that TX to this day). Unfortunately, I see this as a hobby killer for the buy and fly crowd... either fixed wing or quad. For kit and scratch builders things will be somewhat better given that segment's DIY nature... but for how long. In the USA the response to all this from the AMA has been pathetic. I used to be a member for years and years... however, I currently am not, as I no longer see the point. ...and does anyone understand what the official definition of a FRIA is (FAA-Recognized Identification Area). I've looked for an official description, but have found none. I see a train wreck coming.

On Horizons page under FAA new rules that was published in 2021, they say they are engineering a simple and cost effective way to add RID to their planes so hopefully they will continue to sell them and add remote ID rather than discontinuing.

Yeah. I went to the expense of building a couple of sub 250g quads after those registration started coming in, but if the FAA/CAA decide to keep moving the goal posts to add even more restrictions, making even THESE subject to their rules, I might as well say "Fu*k 'um all !" And dust off my heavy lift hexs and Y6 camera platforms again, and fly them wherever I fancy. If they're going to keep pushing through rules to constantly make what I'm doing illegal......... well, I guess that'll make me a criminal, and what criminals don't do is follow ANY of the countries inconvenient laws. It's the same philosophy as the uninsured driver who decides to try and outrun the police, then after crashing, also decides to add "Resisting arrest" and "Assault of a police officer" to their charge sheet...... "In for a penny...." and all that. (Out of interest, and on an entirely unconnected subject, what's the current multirotor altitude record? And is the space around Parliament a no fly zone? I've also always been curious about what the inner courtyard at GCHQ really looks like up close. :D)

@@tedmoss FAA stipulate that however it is going to be implemented, it need to be able to be received and decoded by smartphones, owned by daily joes. But most smartphone supported wireless protocols need negotiation. I don't think most smartphones have the rf power to send back packet to UAV a few hundred meters away. There might be some passive protocols like Bluetooth beacon, but it's support might be spotty in various brand of phones. Anyway, it's just gonna be a headache to implement in such a way that it is compatible with most smartphones, especially older ones. There are also be device security implications, such as opening doors for implanting virus on the receiving devices.

You're right. This is a cluster f*ck! For now, I fly a 520g F11 drone from Ruko. I have a little more than a year to keep flying it, without any problems. I will check Amazon to see if they are telling buyers anything about the upcoming rules.

Maybe they already released the frequency for the remote ID and DJI knows the radio equipment in the Mavic can transmit at that frequency. The exact packages and frequency can be changed in software.

Nope. He's been fighting the regulations for 4-5 years at least. I suspect this whole business is to stop idiots from flying store bought drones into an airfield and shutting down an airport like what happened in... UK? If the 747 is listening for Remote ID enabled craft it can log and record the GPS information so the "perpetrator" is held accountable.

Was just on the faa website and it's literally headspinning. They claim there's an exemption for "recreational flying" BUT, if you read the statutes, it still requires registration, which in the end, still requires remote id. Even better, their own (FAA) website, has a convenient "link" to the exact specs of remote ID, which of course is conveniently BROKEN. All I can read is the part that explicitly states that you are exempt for recreational flying. Period, end of story. Stop reading or you're in trouble 😂. Posted Monday, July tenth, 2023.

I'm just going to ignore this TBH. I think manufacturers will too. The question is will this actually be enforced? Perhaps this is bad news for companies like Horizon Hobby, they might get a letter, but I'm not sure the smaller shops will. I definitely don't forsee a time when local law enforcement will notice you aren't compliant with remote ID and issue you a ticket. But if compliance is absolutely necessary I think that you will be able to install a phone app for groundstation compliance and expressLRS seems to be working on natively supporting the aircraft compliance, which would be able to transmit aircraft position from the plane and also from the groundstation. All without added weight or expense. Except for a 10 dollar 5 gram GPS module I suppose. Anyways, I'm not too doom and gloom about all this.

hi I was involved into a drone defence system. I then flew a Ranger 2000 with Dragon Link. To my surprise my Futaba TX who was transmitting on 2.4G got caught by the defence system and we could see the typ of RC I used (Futaba). We also saw position of the Pilot too without transmitting GPS data.

Yeah, it’s bad. The thing with the AMA is that the FAA has yet to recognize them as CBO’s, or anybody else as such. That means that the FAA only has to treat them as a single citizen. Now, tell me that’s not deliberate. The thing with remote id and new model purchases is that the FAA requires a serial number be assigned. That mean manufacturers have to keep detailed records, like forever. So, your remote id is only good for that aircraft, or drone if you like. The FAA’s promise is that once they recognize CBO’s, that is a safe zone, so to speak, from id. However, as somebody who has had to deal with the FAA I’ll predict this; That the FAA will bury the hobby in FAR’s until it’s dead. My plan, wait until somebody at the club wrecks, salvage his id unit, tape it into a frisbee and fly it in the park right next to the FAA office!

Yeah, when the 250g rule was made, they probably thought their would be such a niche existence for those drones. Drone manufacturers really proved them wrong. There are quite some capable fpv drones that size and DJIs mini models are quite impressive for flight time and camera quality.

As I understand it even sub 250g drones require Remote ID if they are used under the context of a Part 107. So I have no idea how all of the US based FPV RU-vidrs are going to survive unless they just continue to do review and technical type videos without showing any actual flying footage.

@@ItsBlunty Yes, content creators of the larger quads will be fine doing what you said, but someone flying sub 250g quads or micro quads like Nick Burns and Mr Shutterbug are going to struggle to put a Remote ID device on a quad which is bigger than the quad itself and/or which doubles it's weight. Of course, anyone can just say they had a Remote ID module installed during the flight and the FAA will be none the wiser unless they fly in front of a mirror. A lot of content creators currently fly BVLOS (behind / around their house or other buildings) and/or without a spotter even when they are clearly visible in their own FPV feed without one and they seem to get away with that. So maybe it will be the same with RID modules and they will just take their chances.

If you check the RID regulations you will see that any drone flown under the context of a Part 107 requires a RID device fitted to it regardless of it's weight, so that includes whoops and sub-250g quads. Yes, it's completely nonsensical but that is what the regulations state.

The loop hole for manufacturers to not have to put standard remote ID in is to simply sell ARF (Almost Ready-to-Fly) models, planes, drones, FPVs. But fully ready to go RC planes and drones will have to have standard ID built in or they are not allowed to be sold. Home made planes and drones and ones you built while they are not required to come with standard built in remote ID will require a remote ID broadcast module instead which you can buy and install. However the kicker is you can't move and share the same module across all your drones and RC planes. You would need a remote ID broadcast module for every drone and RC plane you have. No one knows the cost but I don't think they will be cheap. The only option if you fly recreational is to use drones under 250 grams as they don't have to have remote ID and are exempt from all these rules.

You might want to look into how recreational vs commercial is handled in the U.S., Bruce. As I understand it from the 1st Amendment auditing community the whole process of filming (i.e. in this case building) can be recreational even if you intend to put it on RU-vid because that in itself is recreational. If RU-vid then afterwards monetizes the video only then will it become commercial, disconnected from the act itself.

They will do like they have in the UK, where the initial registration is literally just a pilot ID sticker on the aircraft, and 'legacy' aircraft will be good for another few years yet while they get all the broadcasting ID systems in place. That way, if an RC model comes down in a place it shouldnt be, the pilot can be traced through the ID

"Comply with our rules". "OK, so what are these rules?". "Erm........... Shut up, and comply with our rules !". All sounds a bit "RU-vidish" to me. :D To me this new RID law feels like it's all part of a plan. It will bankrupt a lot of the low volume model retailers or manufacturers who have big money tied up in soon to be unsellable inventory, and this will help clear the field for bigger "Government friendly" manufacturers. My guess is that somewhere down the line the government will start insisting some other piece of technology will need to be implemented, but this time the tech will have to be licenced. Big companies will be able to spread the cost of this licence over the tens of thousands of units they sell, but the remaining small companies will be faced with either drastically increasing the price of the few thousand units they sell a year, or closing down production entirely.

The rule only applies to unmanned aircraft manufactured after September 16 2022, so I don't think they'll be disappearing from shelves for a good while. After all most of the aircraft produced in China take the slow boat to the US. The rules are also written around the manufacturers and operators. It's not clear to me how the regulations are enforceable for the retailer.

@@jasonhurdlow6607 the regs don't state what the rules don't apply to. The RID final document is long, but relatively easily digested. There are three methods of RID compliance, and there is no explicit distinction made for vehicle completion level. Only that what amounts to RTF product has to meet manufacturer certification standards, which has the requirement of integrated RID. All other formats are RID compliant with the use of a module. And if flown at a FRIA, even the module is not required.
