Stop comparing Nigeria to South Korea, after the 2nd world war and the Korean War the US invested billions of dollars into that economy. While the US and western counties were killing lumumba and others in Africa while planning to continue exploitation. Yes, some of the former leaders and current leaders have stolen massively and have vested interests bent on resisting change. But you have to keep the general geopolitical situation in view also. The world is not a vacuum and all the major organisations were beholden to the west, so they had the leverage to influence every country in Africa regardless of internal politics
The west won't force Africa to produce sane leaders. They work with the Continent churn out .If Africa holds out ridiculous leaders ready to decimate their countries economy just to line their pockets , then they will play along . Countries like Qatar and South Korea had leaders with clear objectives.
