If you call Uwani an Enugu suburb, then what will you call Emene? As far as I know, Uwani is part of the core Enugu town.

"Suburb" doesn't necessarily mean what you're implying. There is communities to towns and towns to LGA. For a metro city like Enugu, her parts are called "suburbs". Even Independence layout is a suburban area of Enugu.
