Here's another thing about this: It also comes on at around somewhere early in the morning.

How about a soft, quiet, friendly klaxon alarm, and a clear human voice.

The harsh noises in the beginning are called SAME headers(specific area message encoding) and they have encoded information about where the signal needs to go. The second sound you hear are called alert tones and are self explanatory. I know this because I just watch a tech quickie video about it.

the way the Eas Alert sounded like on here It's the proper way of doing the Eas Alert system test. we don't always hear a voice during the test. I like this test better it has a voice to informed us as Americans something bad happening in the future.

They do EAS test late at night where I live, and it scares me every week they do it :|

I’m about to go nerd mode. Okay, so the way this alert sounded reminded me of a EAS alert that was broadcasted in 2007 (At least I think it was 2007, lol.) during an episode of Maury. The huge differences between this one and the 2007 alert is the voice and the way the EAS alert was shown. What’s cool here is that the 2007 alert was more “bulkier” when you hear it. Angry is another way the alert voice was described as. The alert had an actual voice, which adds to the uneasy and scary feeling.
