This game sold a fraction of what Nintendo games do And Nintendo doesn't make Pokemon. They publish Pokemon. The word you are looking for is Game freak. That's like saying Activision should make the next world of Warcraft like this

But lots of people will be interested because "Oh, look! It's Pokemon!" Those fans (especially animal lovers) will be taken aback. For me, that'd be really funny.

this DLC was added to the Base game as a Free update. So when you buy the base game on steam it will include this DLC as part of it

Sadly, that's how it works sometimes. Even when you weaken it as much as possible, it still may not work the few times. Success is not guaranteed, it just offers better chances when they're weakened. Legendaries are the same, it may take several balls for it to stay in because naturally, the catch chance is very low, even when they're severely weakened.
