It would be faster, cheaper and safer to drill the back of the housing out to the size of the spindle. Then make a new, from scratch, axle with a backend larger than the housing, then do a shrink fit putting the new spindle in through the back of the housing.

If the tool was held in the other side of the tool post , the tool could finish the cut , and not hit the chuck . This is only basic lathe work . Some thing a 15 year old can do .
Залипательное видео.сначала замер микрометром а дальше доведение размера болгаркой на глазок. При этом нет никакой центрации с посадочным местом под опорный диск-видно биение и радиалтное и осевое в плоскости установки опорника. Эту деталь осталось покрасить и выбросить.
