9mm AP only has a pen of like 30, so against level 5 armors or better it has a very very low chance to pen or damage the armor. Rip shreds legs which cannot be armored regardless of the stage of wipe and provides greater chance of success when played appropriately.

i swear helmets are bugged right now i keep shooting straight through them with bad ammo and died a dozen times yesterday to ammo that shouldn't have killed me with a helmet on.
