Happy Halloween! I adore S5, but 'Toby's Discovery' is definitely the weakest of all the 'scary' episodes. It fails mainly in that it tries to cram too much into one story. It starts as an adventure story, and then it suddenly becomes a ghost story about halfway through, and the "Old Warrior" legend comes out of nowhere. So let's put all the focus on that story and make it a semi-follow-up to "Ghost Train" and "Thomas, Percy & the Dragon".
