How do you determine what fractions are slow or fast or average? So much depends on track, distance, quality of field, etc. I was told rule of thumb is a quarter is considered fast if it is quicker than :23 in a sprint/quicker than :24 in a route. I feel like that's an oversimplification though.
The track surface for each day is part of the process. a 1:10 for six furlongs one one day may not be the same as 1:10 on another day at the same track. Speed Handicappers compare all the race times on one day and then determine if the surface is fast or slower than par.
