When a thermal power plant runs the electrical power developed is fed to the load. The electrical load requirement varies with respect to time e.g. in winters the load reduces because the use of AC reduces in winters compared to that of summers. In festive seasons the load can increase due to more lighting requirements. Thus the power developed in the turbine of thermal power plant must always be sufficient to meet the varying load. To control the power output of turbine, the mass flow rate of steam is accordingly varied i.e. with more mass flow rate of steam more power output takes place while with less steam flow rate less power output takes place. Therefore the steam flow rate through the turbine must synchronise with the load requirement.
The throttle governing is one of a method to sychronise the mass flow rate of steam through the turbine with the load requirement which can be learnt by this easy video lecture.
