When I was playing through the game, I wanted to do all the shrines before going to Hyrule Castle because I thought that, like in BoTW, that would be the end of the game. Unfortunately, that included this shrine; I had to do the Thunderhead Isles shrine before it clears up, meaning extremely limited visibility. I wandered around a lot in that area, and it took forever for me to actually get it. At some point afterwards, I was told that Hyrule Castle was not the end of the game and dealing with the 5th sage means clearing the Thunderhead Isles up. I was not very happy about that, but eh.
I have to say getting the fifth sage is one of my favorite things about Tears of the Kingdom. The entire aspect about getting it is more involved and it feels like the sky islands to the depths in itself is the entirety of the dungeon. And the boss fight requires you to 100% rely on the sage, where as the other boss fights you didn't really need the other sages for their boss fights.
To be honest, I don't blame them. I feel like Riju's and Sidon's powers are easy to overlook, since they're almost entirely combat focused, and you have to find the right spirit to activate them

FYI, you don't actually have to do the Charged Armor set puzzle before going to the Thunderhead Islands. Heck you don't even have to go to the Thunderhead Islands to actually start Mineru's quest. Just head to the lowest of the sky islands and work your way to the center and you can get it going. I should know; Mineru was actually the first Sage I "recruited".
I went to the Thunderhead Isles looooong before the game actually wanted me to, purely because I was curious what was in the big cloud on the map. I flew in, happened to land on the head island, and then it all went from there.
