There must have been very hard pull that broke the chinesium treads, or combination of pulling while it was stopping from earlier pull increasing load on the treads. If you mean similarly not working, yes if those plastic fingers do not engage to center due wear or springs holding them are broken you can pull all you like but it wont engage except very rarely if ever.
