No, it means the spillage from pulling pints of beer. He was drinking from one of those trays that goes under the taps. Waste not, want not, eh? ;P

What's funny about it? It does look a little awkward in the surroundings that have grown up around it, but looks a fairly normal pub to me. (It was torn down some time around 2013, BTW, after a succession of owners ran off all the punters with horrible food, unsanitary conditions, and staff with a poor attitude, if old reviews are to be believed.)
