I don't think he actually did that, he probably was an actual great Indian ruler though. Most scholars believe he is only mythical, and if he existed, it was probably in the first century BCE. Also, it's funny that you mention Rome because it seems strange that this gigantic ultra powerful ruler wouldn't be mentioned a single time at all in Roman sources. Keep in mind Romans keep a meticulous record of literally everything, including defeats (like the one with Brennus and his Gauls). So I doubt that this story is true (cool story though). Oh and also, just a little something to add, since Vikram Aditya probably existed in the first century BCE, then the Romans wouldnt have "kings" As you stated in your comment. Well, at the time it could have been referring to Julius Caesar since he became dictator. Regardless, the records in Egypt and Arabia are also probably just stories that Egyptian and Arab merchants brought with them from India, stories of this great Indian ruler. As far as history is concerned, the only rulers that managed to connect Indian and Roman territories are Alexander the Great, the Mongols, and some Persians.
