@1:09. Agent Harris shakes his head when his supervisor brings up Tony's issue with his mother. Obviously Harris already knows what's on the tape. I wonder if he was somewhat sympathetic to Tony here. Maybe he has a difficult mother of his own. Later in the series, Harris and Tony develop an understand and almost a friendly rapport that culminates in Harris helping Tony kill Phil.
