Probably because he started out a weakling nobody and gained his strength through effort instead of just being OP for no reason like in "That Time I Got Reincarnated Into A Slime." The Solo Leveling MC died in the beginning of the show and has faced several difficult fights. An OP character would find those fights too easy. He's only OP compared to other humans, not compared to the things in the dungeons.
