300 CC can still outrun cops, easily, if driven well. The advantage of bikes is not just their speed, in fact some bikes that are actually pretty slow (dirtbikes) are often the ones used in these video compilations. The main advantage of riding a bike is hypermobility - nothing comes even close, a bike can stop and go at a whim, and slip between cars just as easy, whereas a police cruiser like any other car needs to get around traffic.

Used to know a guy, hardcore biker, wore leathers in the summer. Said he kept a few dozen ball bearings in his coat pocket. When asked he said when people get too close behind him he gets a handful and surreptitiously begins dropping them on the asphalt. A few pings on the windshield and the car will back off. If not he can just punch it on out of there.
