If you are counting all espada from the start to end line up then this is off. Sza was the original 0 Espada and is confirmed to have been stronger than Ulquiorra's second release. Kubo said he could probably have fought 2nd release Ulquiorra and vasto lord Ichigo 1v2 and won. He split himself in two similar to Stark which dropped him out of the espada then learned his Gabriel technique and came back in as Espada 8.

Starkk is stronger than ulquiorra , it’s just that he got a wayy stronger opponent; kyoraku shunsui who is legit god tier with the most broken bankai , that’s why he became the head captain after tybw arc ended in the manga👍👍

Second Release Ulquiorra's feats and statements surpass that of Starkk and Barragan. Ulqiorra can spam Lanzas which have a much bigger DC than anything any other Espada had showcased. And it made Soifon's Bankai look like a Firecracker in Comparison. He also is the only Espada to have been stated to have Alien Like Spiritual Pressure, so dense that it rained down from the heavens. Barragan won't be able to catch Ulqi, and his Respira will be minimally effective unless he ages his organs. Plus since he couldn't age Soifon's Bankai too well and took a little damage, multiple Lanza's will murder him. Plus Barragan is notorious for sitting still in his Ressurecion. Stark is far more debatable. He scales loosely to Shunsui who can cross a majority of the Seireitei in a single step, which Yamamoto applauds. Starkk does something similar in base where he Sonidos from Las Noches to where Ichigo and Orihime are in the Desert and snatches her, before coming back. One step there one step back. It might be Tricky for Ulqi to hit Starkk, but it'll take a while for Starkk to kill Ulqi thanks to High Speed Regen and his Nigh-Trancedant Spiritual Pressure

This is, actually, pretty correct. Szayel nerfed himself so he can’t be Primera. Yammi is Cero only because he can become stronger, but he can be killed of pretty easily before he outpowers you by evolving 62627 times. Grimmjow, Nell and Hallibel should all scale to the same tier, tier which should be superior to Barragan (a sitting duck) and Stark (he died to a shikai). Ulquiorra is stated to be like an ocean of darkness crushing above you by Uryu, who has been near top tier shinigamis before and never said such a thing. His Segunda Etapa puts him above everyone else. But I would understand if Grimmjow bests him after TYBW, he’s had more time to develop.
Just because Starrk died to a Shikai doesn't mean he is weak. Base Aizen defeated Haribel. Base Nnoitora defeated Grimmjow. Base Nnoitora defeated Nelliel. So who is weak again?
Yammy is the most powerful reiestu wise. Starkk is overall the most powerful. Barragan is behind him. Harribel, Nel, Aand Grimmjow are all next. CFYOW confirms that all 3 are relative with harribel being the strongest of the 3. CFYOW also confirms that all 3 are weaker than pre Aizen Barragan. Grimmjow in the TYBWA scales to fullbring bankai Ichigo who's above Vasto Lorde Ichigo confirmed in the fullbring arc. Meaning Grimmjow is stronger than second release Ulquiorra which makes obvious sense because Ulquiorra out right admitted inferiority to the top 3 Espada.
