My List with these characters: 18. Aokiji - Fought with Akainu for 10 days but eventually lost, Akainu later became Fleet Admiral which would make him Fleet Admiral level aswell/at the very top of Admiral 17. Akainu - Is the Fleet Admiral + Fought with an injured and sick Whitebeard and almost killed him 16. Ryuma (I'm not the type of guy who puts characters we haven't seen anything of like really really high) - I remember it was stated that he was the strongest Swordsman of Wano, Oden could fight with the likes of Prime Whitebeard 15. Kaido - If you watched Wano you saw his power 14. Big Mom - Stronger than Kaido in her prime since she was already comparable to Kaido in her old form and then in her prime she would prob. beat him 13. Luffy - Beats Kaido, he fought various battle before that but common, didn't Luffy almost die multiple times before that aswell? 12. Blackbeard - Was already Admiral Level in Marineford and now post Timeskip, there were two years past so i guess he's a lot stronger now, like Luffy or Zoro 11. Mihawk - The Strongest Swordsman and the Rival of Shanks 10. Shanks - The Rival of the Strongest Swordsman, i put him above Mihawk because why isn't Mihawk a Yonko and Shanks a Warlord if he's stronger? 9. Rayleigh - Vice Captain of the Pirate King, stopped Marco's attack with one finger, can still fight on equal Level with Admirals in his old form 8. Sengoku - "If you wanna capture me bring Garp or Sengoku" 7. Dragon - The Most wanted Man which would mean his bounty is higher than Whitebeard since he was alive when Smoker said that, I don't put him above the other legends though cuz like Usopp it's probably cuz he did something important to the Goverment (In Usopps case I mean shooting the Goverment's flag) 6. Shiki - Could fight with the Likes of Roger 5. Garp - The Rival of the Pirate King 4. Whitebeard - Stated to be equal to Roger but if i'd had to choose i'd put Roger above 3. Roger - The Pirate King. 2. Xebec - The Captain of a young Big Mom, Kaido and Whitebeard, he must have handled all of these monsters so I see him higher than Roger (also the Captain is always stronger than his crew, except Buggy but he's a special case) 1. Joyboy - I feel like he's the highest lol

I would say Ryuma is higher (i feel like he's the swordsman of Joyboy) but other than that, the list is good although i'd say BB, Akainu and Kuzan is stronger than Rayleigh then Mihawk/Shanks is strong than Big Mom by a little

Shanks, dragon, kaido, maihawk stronger than sengoku.. why? Cuz if they are instead of sengoku in that era roger will mention them too cuz there is only 2 strongest in marines that time 1- garp 2- sengoku.. so roger will mention them

Rayleigh (prime) > Big Mom (prime) Shanks, Mihawk, Rayleigh (prime), Dragon and current Blackbeard > Luffy, idk about Big Mom. Ryuma, Kaido, Shanks and Mihawk > Sengoku (prime) Shiki > Garp and arguably Whitebeard and Roger.

shiki was maybe 5,000,000 the same garp and sengoku maybe 3,500,000 no more in prime Garp is weak, he couldn't even knock out Jesus Burgess
