As far as I know, the current annual property tax for California is 0,75%. So for $100 Million mansion people should pay $750000 each year :)

In San Francisco is a huge concentration of middle class people. And in LA situations is different - a lot of poor people and a lot of rich. Therefore there is huge property price in Bel Air, Beverly Hills and small in poor districts
