Hi there is a Directive considered a mandate?

Yup my forklift operating license they will not give me my certificates. I’m on a time request with no pay.as of today 2/3/ 2023. And the complaint is a description of discrimination acts. BOOM I’m the only African American female did my JOB and got replaced with at male figures who been there. It’s not RIGHT
