The Democrats and the Republicans in Congress debate their separate economic proposals in the House of Representatives. The Democrats control Congress, so their plan passed.
President Bush called on the Senate to reverse what he called the "tax and spend" measure passed by the House, and threatens to veto the House bill. Bush is in San Antonio Texas with other leaders of Central And South America at the National Drug Summit. On the campaign trail, Mr. Bush's Republican opponent Pat Buchanan says to get an economic plan through Congress you need a strong president and a strong well-defined program. Buchanan says Bush has neither of these, and therefore his plan failed.
