Although relatively rich, they also correspondingly gave up their sovereignty and were stationed by other countries. By the way, they only used industrialization to change the rules of the game in these 100 years or so. But history will tell you that you will return to your place.

Don't rely on the help of another country, the people of the PH should be more active in terms of ambition and the business side of things or just planning in general. Then naturally investment from other countries would be there to take advantage of the country's potential. There is no country that would just donate a lot of money without any reason, or without having to get something out of it. Don't have enough money for college? then try harder to learn and be a scholar... not good in school? then try other things like art and sports like Manny Pacman, If you're living on a monthly allowance of below 10 thousand pesos then don't make a family. There are a lot of factors that makes it harder for people below the poverty line to get up, but one of the largest factor are themselves. My point is if you're healthy enough to move then you don't need to rely on charity. You have everything that is needed to make opportunities for yourself. With all of that, would that guaranty someone to be rich? no but it's far better waiting for someone to lend a hand.

South America is even poor than Asia.
