I have all 3 tier 3 and still can’t equip a skill set

How do i unlock all 3 skills

I’ve been level 30 for a while and I’ve only managed to unlock a few tier 3 fittings. How do you unlock more?

But i‘ve seen lots of level 17-18 players with these skills
