Indeed they are in love with each other. The intensity of their passion for each other is shown in every performance on ice. Early on (or perhaps on the advice of someone close) they realized such a relationship could not prosper in real life with the demands and pressure of domesticity, and continue to pursue their profession at the same time. So they choose to honor their love not only for each other but also for the millions of fans, in a passion they both share - Dancing on Ice.
I don't envy anyone who had been Chris' wife or girlfriend or Jayne's husband or boyfriend. Usually, for adults who are married, our primary relationship is with our spouse. It's clear from all that Chris and Jayne have said (hear Chris' voice at the end of this video) that they are in fact, each other's primary relationship. I'm not surprised that Chris' marriages broke down. Not sure how Phil Christensen, Jayne's husband can bear the intimacy which she shares with Chris.
I believe T&D when they say they love each other without being in love. I have a bestie who is male. As children I protected him, we went to two different colleges but stayed over on weekends (drive of 2.5 hrs). He was a conscientious objector, I went to his hearing, gathered witness. As a child we called him preacher; he’d never fight back-so I did for him. When he got his draft deferred, he joined as a medic so he could help wounded. We called daily he was in boot camp, wrote weekly. when he first married he asked me to be his best person(not best man). I said only if the wedding were not formal, I wanted the bride to have her dream day. I can honestly say my feelings for him must be how twins describe their connection. We’ve never had a romantic moment, never thought about each other that way. My partners, then husband asked if he were gay so they could box our relationship. I’d say no, we are gender less friends-twins from separate mothers.
