If you have signed anything saying you consent to the guidelines, then fines can be enforced. A big part of the problem is how quickly new variants are developing. The more people who catch it, the more embedded in the population it is, which means there’s more instances of it reproducing....and because of how reproduction and evolution work, that means faster variation. That means more variants and a greater likelihood of it mutating into something worse. So while Omicron MAY be like a “mild cold”, it’s still utterly moronic to ignore it and hope it’ll go away.
