Any devices that you will added in the blacklist, those devices will not be able to connect to the router. Same way if you added any devices to the whitelist, those devices will be able to connect to the router.
* I recommend to take a configuration backup before made any changes.

Finally, someone gave me exactly what I was looking for because I think RU-vidrs should know the tp links have different ways to do this according to the model of the router. telling me about look foe MAC filters stww. But thanks to you I was able to block this Blasted neighbor.

I'm using whitelist, i can connect to 5ghz network but i can't connect to 2.4ghz network. I don't see any options there where i can separately use this feature on both ghz

That's not possible in TP-Link routers.When you enable the whitelist mac filtering,the 1st device that gets into the list,by default,is the one you're setting up the option from...Nevertheless a reset will get the job done
