Can you please share why TCA is needed when the Axles are in electrical contact & already shorting the rail tracks , this is what is needed to check the occupancy of track by a moving train.

Track Ciruits are not something that terrorist should know about, if 2 track Ciruits are connected together with a pair of wires, false clear, trains crash into each other.
You'd have to be very unlucky with your train position and the connection of the false feeds. You're more likely to cause the other track circuit to show occupied.
