Train Simulator 南フランス - Main Menu BGM 

This is the BGM for the Main Menu of Train Simulator 南フランス Windows版, released in Japan in August of 1999.
I believe he's saying "avec le concours de la société nationale des chemins de fer français", which would mean "With the assistance of the French National Railway Company" or, in other words, the SNCF.
