I had nearly thirty Phillipino drivers worked for me in Saudi Arabia and 11 or 12 of them were also bikers, the majority of who suffered from the same problem as me (short legs) my inseam is just 28 inches, meaning the seat height of a bike is often the determining factor, I've been riding bikes for 40 years now but when I started riding seat heights were never a problem, in fact the only bikes I ever had problems with were dirt bikes, even recently whilst in Saudi my biking drivers and me all had Suzuki RM125s and 250s for desert trail and enduro riding, it was hilarious seeing us mounting and dismounting the RMs which had 36 to 38 inch seat height, we had to use rocks or something tall enough to get on and off, my present bike is a Street Triple R (my second 765 R low) but realistically only Triumph, BMW and KTM accomodate shorter riders, unless of course you want a cruiser, Suzukis sports bikes have always had a lower seat height than the rest and IMO the other makers are losing a large proportion of the market by not trying to accomadate shorter men and the majority of women.

@@greatboy2kgirl Yes, but i was super tip toe, With your 5'5 height, i think you can but then again it will depend on your Inseam, my wife is also 5'3 but she can nearly flat foot the R without wearing thick sole boots.
