There is a screen inside the carburetor were the fuel is entering the carburetor on those powermore engine you need to removed it by taking the inlet out of the carburetor and take the screen out happen to me on my lawn tractor and my snowblower that fixe the problem.
that's the wrong fuel filter anyway need a small papper filte fule wont flow thew that big one it's gravity fed if he seen no gas going thew the line that filter is for one with a fule pump. And no I m not putting him down. I like his videos
Done your 100% correct paper filters on units that are gravity fed normally cause a fuel starvation issue the only time i have seen them work properly is when they are mounted directly under the fuel tank hanging perfectly up and down where no air can get trapped in them. At EP we normally install the white plastic one with the 75 micron screen (they say for fuel pump operated equipment and to use the 150 micron red one) but we have never had an issue and it helps catch more debris.
Perfect solution since those Nikki carbs always tend to leak fuel at some point and ends up going into the crankcase. At EP we normally stick to the original OEM carb on the equipment and install a fuel shutoff valve but inform the customer to always take the few seconds to check oil level prior to firing up just in case they forget to shut off the valve and the carb did start to leak. This will prevent the engine from grenading as we call it when fuel gets in the crankcase, although we did have one customer grenade his John Deere because he did not do as we had told him. His engine basically did not have enough fuel in the crankcase to hydrolock but just enough to explode it.
