Parking brakes are there for a reason. 95% of drivers do not use their parking brakes. ( Okay, I made that statistic up. But from my personal experience it is extremely rare to encounter someone who uses their parking brake regularly.) I worked at an auto/repair place for a few summers doing oil changes, tire changes/rotations, and vehicle inspections. You could tell the parking brake springs levers/actuators looked like they've never been exercised/used. [I don't use mine often either. But after this, I will use it more.] **So if you're parked on an incline/slope please apply your parking brake.** And remember to disengage it before driving off.
The description for the video has the details. It was a driverless ice cream truck parked at the top of a hill that rolled into the crowd of (mostly) children when the brake failed.
