Truman did not resign. He chose not to run for a second full term. He had served the balance of Roosevelt's fourth term and was elected to a full term in 1948. He chose not to run again in 1952. Adlai Stevenson got the nomination for the Democrat party and was defeated by Eisenhower in 1952 and again in a romp in 1956 even after Ike had suffered a heart attack in 1955.

Truman didn't run because he knew there was no chance he would win. He was one of the most unpopular presidents in history. Probably right around the same level as Biden. A lot of people don't like Trump but he did very well for the people of this country and no one will ever give him credit for doing so.
@kenb3552

@@rdk162 What are you smoking? Trump's poll numbers were worse than Biden's - and Biden had to pick up the mess inherited by Trump whereas in 2016, Trump was handed a sound economy and a rising stock market. Biden's lowest approval has been 38%. Trump's approval rating when he left office was 34%. Biden's numbers are now trending back upward as we are finally coming out of the Trump disaster he left Biden with in 2021. Another fun reality fact for you - Trump's 41% average approval rating over his one-term presidency is four points lower than any other president in the polling era. Worse than Truman - worse than Biden.

In Truman's case, a second FULL term, granted that his first term was shorter than normal, and his entire Presidency tumultuous, given the end of WW2 and the inception of the Cold War and Korean War. After extensive research, I conclude that HST never expected to become President in the first place, but he handled it with decisiveness and grace. One of the 6 best American Presidents ever.

It's a British newsreel so they were probably using phrases familiar to viewers. In parliamentary systems like the UK, the prime minister finishes their term by "resigning", after which the monarch appoints a new prime minister (these days the majority party just votes for a new party leader and the monarch always appoints them as the new prime minister). If a prime minister's party loses an election, technically they are still prime minister until they resign. And technically they don't have to resign, though they would very likely face a vote of no confidence after which the monarch would probably fire you if you tried staying on even after losing that.

Truman is a guy that so many people who don't think they've accomplished much in their life can look to. Fatherhood at 40, senator at 50, President at 60. Plus he got the ONE person he'd always loved after years of pursuit. No, it doesn't work out like that for everyone, but he's an example that sometimes it does. War is an horrendous waste of manpower and material and should be ended as quickly possible with the loss of the least amount of life as possible. The planned invasion of Japan in 1945 would have cost millions of unreplaceable lives on both sides. Truman was the last President who had the possibility of serving more than 10 years in office since he was exempted by the text of the 22nd amendment from the term limits it set out of being elected no more than twice or, if they served more than 2 years of a term to which someone else was elected, being elected no more than once. Since Truman served as President for more than 2 years of the 1945-1949 term to which FDR was elected, he would have been prohibited from being elected for a 2nd time in 1952 but since he was exempted he could have technically run as many more times as he wanted and been elected for as many terms as he could win. He had the distinction from the ratification of the 22nd amendment in 1951 until his death in 1972 of being the only person exempted from the term limits enacted by the 22nd amendment.

By the plain language, the person holding the Office of President on those dates was Truman. The exemption applied only to him.

I recently saw a recording of a young JFK on Meet the Press in 1952. He was being asked about the election, and what his own plans were, and what he thought of Eisenhower. I found it very interesting that no one was sure which party Ike would choose, if he chose to run. He probably could have gotten the nomination from either party, but it would have been unseemly for him to try as a Dem, to unseat his former boss. I can see how the Brits would have considered this a resignation, especially following FDR’s four elections.

Truman asked Eisenhower to run as a Democrat multiple times. Even offered to run as his VP in 1948. Bad polls or not, Truman was determined to run if the GOP nominated Republican Senator from Ohio, Robert Taft over Ike. Taft was against the UN, the New Deal, and much of what FDR built while Ike was not. When Ike won the nomination over Taft, Truman was relieved because he knew whether the winner was Ike (as everyone expected) or Dem nominee Adlai Stevenson, FDR’s programs (and Truman’s) would be in large part continued.
