I just bought the Magicshine CBL 1600 which I was told is similar. Looks identical.

Yes, it is 100% the same but different name for the Chinese market

Is it possible to charge this light while using it from a power bank?

I haven't tried, but I believe it should be possible as long as the power bank can deliver enough power. I tested while connected to the charging cable, and the light works normally and the wireless button works as well.
