No, its the fact that Ursa ult has a very low cooldown to begin with, 30s cd. With aghanim you can bring it down to 18s and with octarine 13.5s ( for some reason dota2 doesn't automatically calculate octarine reduction on Ursa ult). So subtracting the uptime of engage ult we get (13.5 - 5 = 8.5s.). With shard you can fit in 2 earthshock granting 3s more enrage uptime so we finally get (8.5 -3 = 5.5s). Yes, 5.s is a bit lower than 8.5s its not by much at all. The most that contribute is clearly aghanim's scepter reducing it by 12s, octarine comes in 2nd with 4.5s (edited from 5s to 4.5s) and lastly shard with 3s. With Spell prism and wind waker you can reduce the downtime just under 2s so sadly no permanent enrage unless you go for book of the death neutral item.
Its not only shard + octarine, but shard + octarine + q talent for stackin passive, thats way you live and stack passive insanely quickly with double charge of q and deal lots of damage

tbh seeing that even at immortal pugnas grief with decrepify tilts me a little bit. every time i have on in my team i just want to choke them out of the gene pool
I got flamed for trying this in australia server. I told them this build is popular in china but they dont give no shits they say it only works if my team has many stuns.
