It's really not something to joke about and I agree that Tucker does at times take an extreme opposing view, but when you play devils advocate sometimes you have to say controversial things that enrage your guest to get more and complete answers from him. Ukraine's recent past has been very checkered. It has not been the wonderful place that everyone has been playing it up to be. It is getting better, but you can not take things that were said in the past and paste them into present conditions and make judgements from that. So, yes, he did say that, but you have to take his long record of getting to the basis of every issue and being on the side of a very patriotic view.
