I think I found the song you're talking about... Farewell by Rinse and Repeat? The sample is found in the EarthBound soundfont (originally taken from the Little Rascals theme song), and Farewell (as well as the entire Stone Unturned EP) seems to use a lot of samples found in EarthBound. Very neat, I didn't know about this EP!
