In this video I go through the tuning process needed to get this 1984 Rover Mini with 998cc High compression motor to pass a strict emissions test.
sorry in advance for the quantity of voice overs I had to do, the quality of the video I recorded in the garage was quite poor.
This mini needed to pass an idle and 2k rpm emissions test with limits of 1.2%CO.
When I first encountered this mini, It would barely pass the test, however it would not drive properly with that state of tune.
Mike invited me to do a tuning session at his house.
The following is a recap of what happened.
I started off by checking all the ignition parts (plugs, coil, wires, etc...)
Then regapped plugs to match the power output of the coil.
Checking the ignition timing profile, found a bad curve and decided to replace the dizzy with a recurved unit that I recurved specifically for this motor.
After retesting the emisssions, it was clear that the carb was worn and there were air leaks at the throttle shafts.
I replaced the carb with a newly rebuilt HS4 Waxstat carb rebuilt by the famous ‪@ACDodd‬ .
With this lovely carb newly installed onto the motor, I could now proceed with adjusting the mixture to reach its optimal point. Fortunately the car was running clean enough to pass the emissions test and then some!
I did need to do custom needle profiling to correct the lean mixture issues above 2K rpms.
Once that was sorted out, Mike was able to go for a test drive and report back the results.

This rather makes the case for closed loop fuelling which normally means EFI. Back in the day I had a BL Montego using the "S" series 1.6litre engine that used a single SU HIF44E carb. This carb used a stepper motor to adjust the main jet location in relation to the needle. It was certainly used to produce a rich mixture for starting i.e. the "choke" and I always wondered if an O2 sensor and full closed loop system was part of the design. I think some V8 Rovers used a similar SU.
