Svarthålet Racing Pulsejet vehicle, built to run on ice. The engine is a valved pulse jet. They raced several times each day during this event and reached 242km/h (average speed over 1000m).
2019 they reached a top speed of 259.74km/h (and 254.86km/h average speed over 1000m).
The commentator/speaker talks about getting the soot out after a 2 year pause. And when the engine start mentions that things in the speaker cabin fell to the floor.
Around 5:14 - 5:29 the engine starts again, but with a sort of misfire. The engine seems to start in a incorrect combustion cycle. The commentator jokes about checking the spark plug gap but mention again the 2 year delay/waiting.
The tow vehicle is a modified Swedish Larven "Caterpillar", a snowmobile manufactured from 1965 to 1980s in Östersund Sweden.
