I don't think the tutorial is outdated, or at least it's still possible to follow as Animation Nodes are maintained and not many breaking changes are made. I can also confirm the file on the gumroad works still. However I also need to warn you that this effect can be done better nowadays with Geometry Nodes with or without simulation zone.

My short answer is "no". Currently it can only give you a sense of decay, as you move the falloff away from the string. Indeed it's not an actual decay. The actual decay can not be done easily. The reason for "no" is that what you want to achieve requires a memories "across the frame". It may require store various information of each frame in the system. For example, which frame does your falloff actually leave the string? How to calculate the decay after that? What if falloff again touches the string during the decay? These may be possible if you know coding, but I have no idea in reality. and I can think it will be very stressful to machine to deal with all these information in realtime. Since I don't think current system allows you bake these stored information.
