Twin Peaks season 3 talks about FBI special agent Phillip Jeffries which is a great surprise considering that David Bowie passed away before he got a chance to reprise his role. Agent Jeffries went through Quantico with Gordon Cole where they graduated at the top of their class. Phillip disappeared when he travelled to Buenos Aires, Argentina to work a case, and didn't show up for two years until he appeared at the FBI regional office in Philadelphia during Twin Peaks Fire Walk with Me.
We learned more about Phillip Jeffries in the Missing Pieces DVD extras, and in Mark Frost's book the Secret History of Twin Peaks. Harry Goaz revealed in an interview that David Lynch had intended on bringin Jeffries back in season 3, but unfortunately David Bowie lost his battle with cancer. Even though the actor is not set to appear we have heard his character's name several times in the Return.
